Hills, canyons and HOAs
Laguna Niguel sits on rolling hills between the coast and the I-5, with Aliso and Wood Canyons Wilderness Park along its western edge. The City describes Laguna Niguel as a master-planned community with more than 120 homeowner associations (City HOA resources), and those associations set rules for trees, views and slope planting. Expect HOA approval to be part of most removals.
Trees you will see
Slope plantings and street trees across the city include eucalyptus; the City has reported eucalyptus tortoise beetles affecting City trees (City Trees page). Mature trees on steep backyard slopes are common and are often the hardest jobs to access.
Laguna Niguel's 2024 tree ordinance
In October 2024 Laguna Niguel adopted a tree protection subchapter (Ord. 2024-230) for public trees. Under §11-8-64, it is unlawful to damage or remove a tree on public property without written permission from the Public Works Director, and topping public trees is prohibited. Public tree work must follow ANSI A300 standards and ISA best practices. The City's encroachment permit FAQ says you only need an encroachment permit to remove a fallen private tree if the work uses the public right-of-way, such as the sidewalk.
The ordinance is written for public trees. The City's HOA FAQ says basic maintenance such as trimming trees does not require City review, but removing trees, shrubs or ground cover from HOA property requires review by the City Planning Division. Your HOA almost certainly has a say too. See South OC tree permits.
Fire season
Laguna Niguel is an OCFA member city. Homes backing onto canyons and the wilderness park should follow OCFA's vegetation management guidance and check CAL FIRE's hazard map.
